Harare City Council demands refurbishment of dilapidated buildings

HARARE – The City of Harare has issued an ultimatum to owners and occupants of dilapidated buildings in the central business district (CBD) and beyond, demanding they refurbish their properties in line with city by-laws.

Town clerk Hosiah Chisango announced in a statement on Wednesday that the city is requiring property owners to renew or regenerate their buildings through repairs, refurbishments, or repainting. 

He warned that some buildings' current status contravenes these requirements.

The by-laws stipulate that no person should allow any building on their premises to become a health hazard to its occupants or the public. 

Buildings should not emit unpleasant fumes, smoke, or odours, or be unsightly or disfigure the neighbourhood.

The council has identified buildings requiring renewal along major city roads, including Robert Mugabe Way, Jason Moyo Street, Samora Machel Avenue, Leopald Takawira Street, and Julius Nyerere Way. 

Other identified areas include First Street, Seventh Street, Emmerson Dambudzo Mnangagwa Road, Seke Road, Airport Road, and Fidel Castro Road.

Owners and occupants have been given two weeks to comply with the by-laws or submit written representations to the director of works. 

Failure to comply will result in the council enforcing compliance under section 56 of the by-laws, Chisango warned.
